સમાજમાં આજકાલ દરેક વિસ્તારોમાં યુવાનો જાણે વ્યસનના રવાડે ચડી રહ્યા છે. સિગારેટ તથા ગુટખાનું સેવન કરવામાં યુવાધન જરાય ખચકાટ અનુભવતા નથી. આવા સંજોગોમાં દુકાનદારો વયમર્યાદાના પોસ્ટર લગાવીને કમાણીની લાઇનમાં સગીર વયના યુવાનોને પણ નિ:સંકોચ પણે સિગારેટ ગુટખા આપી દેતા હોય છે. ત્યારે થરાદના ડોડગામ ગ્રામ પંચાયત દ્વારા અનોખી પહેલ કરવામાં આવી છે.
ગ્રામ પંચાયત દ્વારા ડોડગામમાં દારૂ અને ગુટકા વેચવા પર પ્રતિબંધ લગાવવામાં આવ્યો છે. પ્રતિબંધ લગાવવા સાથે દારૂ અને ગુટકા માટે દંડ પણ નક્કી કરાયો છે. જો કોઇ વ્યક્તિ ગામમાં દારૂનું વેચાણ કરતા પકડાશે તો તેની પાસેથી 51,000 રૂપિયાનો દંડ વસૂલવામાં આવશે. સાથે જ જો કોઈ દારૂ લઈ જતાં પકડાશે તો 5100 રૂપિયાનો દંડ વસૂલવામાં આવશે.
થરાદના ડોડગામ ગ્રામ પંચાયત દ્વારા દારૂ પીનારા વ્યક્તિને પોલીસમાં સોંપવાનો અને જામીન ન આપવા પણ નિર્ણય લેવામાં આવ્યો છે. ગુટકા અને તમાકુ વેચાણ કરનારાને 11 હજાર રૂપિયાનો દંડ ફટકારવામાં આવશે. શાળા છૂટવા કે શરૂ થવા સમયે શાળા પાસે ઉભા રહેતા છોકરાઓને પણ 1 હજાર 100 રૂપિયાનો દંડ ફટકારવામાં આવશે. ગ્રામપંચાયત દ્વારા દંડમાં મળતી રકમ ગૌશાળામાં વાપરવાનો નિર્ણય લેવાયો છે. 1 માર્ચથી તમામ નિયમનો અમલ કરવામાં આવશે.
