દેશમાં સૌથી મોંઘી કૉલ સુવિધા ક્યાં છે તે જાણીને તમારા હોશ ઉડી જશે..
લોકલ અને એસટીડી (સબસ્ક્રાઈબર ટ્રંક ડાઈલિંગ) કૉલના દર અલગ-અલગ હોય તે વાત આમ તો જૂના જમાનાની થઈ ગઈ છે, પરંતુ દેશની સૌથી મોટી જેલમાં આજે પણ કેદીઓ પાસેથી લોકલ અને એસટીડી કૉલ માટે અલગ-અલગ ભાવ વસૂલવામાં આવી રહ્યા છે.
તિહાર જેલનું તિકડમ : કેદીઓ પાસેથી વસૂલાય છે તગડા ભાવ
તમને કદાચ આ જાણીને ખુબ આશ્રર્ય થશે કે, ટેલિકૉમ કંપનીઓમાં ભલે કૉલ રેટ સસ્તા કરવાની હરિફાઈ જામી હોય, પણ તિહાર જેલમાં કેદીઓને લોકલ કૉલ માટે એક રૂપિયો અને એસટીડી કૉલ માટે બે રૂપિયા ચૂકવવા પડે છે. મોંઘા કૉલ રેટ માટે જેલ પ્રશાસન પોતાનો સાવ અલગ તર્ક આપે છે. પહેલા તો જ્યારે તિહાર જેલના અધિકારીઓને લોકલ અને એસટીડી કૉલના અલગ-અલગ ભાવ અંગે પૂછવામાં આવ્યું ત્યારે તેમણે જવાબ આપવાનો ટાળ્યો હતો.
કેદીઓ તેમના પરિવારજનો સાથે વાત કરી શકે તે માટે માર્ચ, 2010માં તિહાર જેલ પ્રશાસને ટેલિફોન સુવિધા શરૂ કરી હતી. આ સુવિધા શરૂ કરવાનો હેતુ પરિવારજનો કેદીઓને મળવા માટે જેલ સુધી આવે અને પાછા ઘરે જાય એ દરમિયાન પડતી અગવડ અને અસુવિધા દૂર કરવા તથા સમયની બરબાદી બચાવવાનો હતો, પરંતુ આ સુવિધાના નામે જેલ પ્રશાસન કેદીઓ પાસેથી તગડો ભાવ વસૂલી રહ્યું છે.
સમયની સાથે કૉલ રેટ ઘટાડવાના બદલે સતત વધારાયા
આશ્ચર્યજનક વાત એ છે કે, આ કૉલ રેટ સમયની સાથે ઘટાડવાના બદલે સતત વધારવામાં આવી રહ્યો છે. જ્યારે આ સુવિધાની શરૂઆત કરવામાં આવી હતી ત્યારે લોકલ કૉલ માટે દર મહિને રૂ.50 અને એસટીડી કૉલ માટે મહિને રૂ.100નો ભાવ નક્કી કરવામાં આવ્યો હતો. ત્યારે કેદી સપ્તાહમાં એક વખત પાંચ મિનિટ સુધી ટેલિફોન પર તેના પરિવારજનો સાથે વાત કરી શકતા હતા.
વર્ષ 2010માં આ ભાવ વધારીને લોકલ કૉલ માટે રૂ.100 અને એસટીડી કૉલ માટે રૂ.200 કરી દેવામાં આવ્યા હતા. જોકે એ સાથે વાતચીતનો સમય પણ વધારવામાં આવ્યો હતો. 2016માં આ ભાવ ફરી એક વખત વધારવામાં આવ્યો હતો. હવે લોકલ કૉલ માટે રૂ.150 પ્રતિમાસ અને એસટીડી કૉલ માટે દર મહિને રૂ.300 નક્કી કરવામાં આવ્યા છે.
આરટીઆઈમાં ખુલી તિહાર જેલની પોલંપોલ : આપ્યો આવો જવાબ
એક આરટીઆઈના જવાબમાં તિહાર જેલ પ્રશાસને જણાવ્યું છે કે, આ કૉલ રેટના બદલામાં કેદીઓને રોજ પાંચ મિનિટ સુધી તેના પરિવારજનો સાથે ફોન પર વાત કરવાની સુવિધા આપવામાં આવે છે. હાઈસિક્યોરિટી વોર્ડમાં કેદ કેદીઓને આ સુવિધા સપ્તાહમાં ફક્ત બે દિવસ માટે આપવામાં આવે છે.
તિહાર જેલ પ્રશાસનના એડિશનલ આઈજી રાજકુમારે જણાવ્યું કે, ‘સુરક્ષાના કારણોસર તિહાર જેલમાં ફોન પર કરવામાં આવેલી તમામ વાતચીતનું રેકોર્ડિંગ કરવામાં આવે છે. જેના માટે ટેલિફોન સેવા પૂરી પાડતી કંપનીને અમારે અલગથી પૈસા આપવા પડે છે. આ કારણે અમારે કૉલ રેટ મોંઘા રાખવા પડ્યા છે. લોકલ અને એસટીડી કૉલના અલગ-અલગ ભાવ વસૂલાય છે તે અંગે મને કોઈ જાણકારી નથી’.
