હવે બધી સ્કૂલોમાં ધોરણ 1થી 8માં ગુજરાતી ફરજિયાત:ગુજરાતી વિષયનું શિક્ષણ ન આપતી શાળાઓને 2 લાખ સુધીનો દંડ થશે, વિધાનસભામાં સર્વાનુમતે બિલ પસાર
ગુજરાતની તમામ સ્કૂલોએ ગુજરાતી ફરજિયાત ભણાવવું પડશે. આજે 28 ફેબ્રુઆરીએ રાજ્ય સરકાર દ્વારા ગુજરાતી ભાષા ફરજિયાત કરતું બિલ વિધાનસભા ગૃહમાં રજૂ કરવામાં આવ્યું છે. શિક્ષણ મંત્રી કુબેર ડિંડોરે ગૃહમાં બિલ રજૂ કર્યું છે. અત્યારે વિધાનસભામાં તેના પર ચર્ચા બાદ સર્વાનુમતે પસાર કરવામાં આવ્યું હતું. આ બિલ મુજબ ગુજરાતી ભાષા ફરજિયાત બિલમાં નિયમ ભંગ સામે કડક જોગવાઈ કરાઈ છે. રાજ્યમાં ધોરણ 1થી 8માં ગુજરાતી ભાષા ફરજિયાત કરવામાં આવશે.
18 ધારાસભ્યએ પોતાના વિચારો રજૂ કર્યા
વિધાનસભા ગૃહમાં સન 2023નું ગુજરાત ફરજિયાત ભાષાના શિક્ષણ અને અભ્યાસ બાબતે વિધેયક સર્વાનુમતે પસાર કરવામાં આવ્યું હતું. રાજ્યમાં તમામ સ્કૂલમાં ગુજરાતી વિષય ફરજિયાત ભણાવવામાં આવે તે માટે રાજ્ય સરકાર આ બિલ હેઠળ કાયદો બનાવશે. રાજ્યમાં ગુજરાતી માધ્યમ, અંગ્રેજી માધ્યમની શાળામાં ગુજરાતી ફરજિયાત ભણાવવામાં આવે તેને કાયદા હેઠળ આવરી લેવામાં આવશે. રાજ્ય સરકારે આ બિલમાં ગુજરાતી ન ભણાવતી સ્કૂલો માટે કેટલીક દંડની જોગવાઇ પણ કરી છે. આ બિલ બાબતે ગુજરાત વિધાનસભામાં સત્તાપક્ષ અને વિપક્ષના કુલ 18 ધારાસભ્યએ પોતાના વિચારો રજૂ કર્યા હતા.
વિધાનસભા ગૃહમાં શિક્ષણમંત્રીએ બિલ મૂક્યું
ગુજરાતી ભાષા બિલ બાબતે શિક્ષણ મંત્રી કુબેર ડિડોર જણાવ્યુ હતુ કે, નરેન્દ્ર મોદીના સમયમાં માતૃભાષા અભિયાન શરૃ કરવામાં આવ્યું. વાંચે ગુજરાત અભિયાન સમગ્ર રાજ્યમાં ચલાવવામાં આવ્યુ. અંગ્રેજી ભાષાના સ્કોપના વર્ગો શરૂ કરવામાં આવ્યા. હાઇકોર્ટના ચુકાદામાં સરકાર કાયદો લાવે તેવો કોઇ ઉલ્લેખ કર્યો ન હતો. ગુજરાત બહારના વિદ્યાર્થીઓને મુક્તિ આપવાની જોગવાઇ કરવામાં આવી છે. ધોરણ 11-12 વિજ્ઞાન પ્રવાહમાં ગુજરાતી ફરજિયાત છે. સમગ્ર દેશમાં થ્રિ ભાષા ફોર્મ્યૂલા અમલમાં છે. ગૃહના તમામ સાથીમિત્રો વિદ્યા સમીક્ષા કેન્દ્રની મુલાકાત કરી તેવી વિનંતિ છે. વિદ્યાર્થીઓ લોકબોલી અને ગુજરાતી ભાષા સાથે તાલમેળ થાય તે માટે સાહિત્યનું નિર્માણ આપણે કરેલું છે. રાજ્યમાં 31 હજાર કરતાં વધુ પ્રાથમિક શાળાઓ છે.
અધિકારીઓને ગુજરાતી ભાષાનું પુરુતુ જ્ઞાન હોવું જોઇએ- તુષાર ચૌધરી
કોગ્રેસના ધારાસભ્ય તુષાર ચૌધરીએ જણાવ્યુ હતુ કે, હુ ધોરણ 12 સુધી ગુજરાતી ભ્ણ્યો છું. ત્યાર બાદ ઇગ્લિશ ભાષા મારે શીખવી પડી છે. આજના યુગમાં વાલીઓ પોતાના બાળકોને અગ્રેજી માધ્યમ તરફ ધ્યાન કેન્દ્રિત કરી રહ્યા છે. પરંતુ બાળકો આજે ગુજરાતી ભાષા વાંચી શકતા નથી. ગુજરાતી ભાષાના વિકાસ વગર ગુજરાતનો વિકાસ શક્ય નથી. વિશ્વના 25 અગ્રેસર લોકોમાં ગુજરાતી છે. અધિકારીઓ ગુજરાતી ભાષાનું પુરુતુ જ્ઞાન રાખવું જરૃરી છે.
મારા જિલ્લાની તમામ સ્કૂલો રેડ ઝોનમાં છે – અર્જુન મોઢવાડિયા
ગુજરાતી ભાષા ફરજિયાત બાબતે કોગ્રેસ ધારાસભ્ય અર્જુન મોઢવાડિયા જણાવ્યુ હતુ કે, સરકાર ગૃહમાં જે બિલ લાવી છે તેનું હુ સમર્થન કરુ છુ. દરેક ધારાસભ્ય સરકાર દ્વારા તૈયાર કરવામાં આવેલા કમાન્ડ એન્ડ કંટ્રોલ રૃમની મુલાકાત લેવી જોઇએ. આ કમાન્ડ એન્ડ કંટ્રોલ રૃમની મુલાકાત લીધી એટલે મને ખ્યાલ આવ્યો કે મારા જિલ્લાની તમામ શાળાઓ રેડ ઝોનમાં છે. મારા ગામની શાળાઓ પણ રેડ ઝોનમાં છે. શાળાઓને રેડ ઝોનમાંથી ગ્રીન ઝોનમાં લાવવા માટે સરકારનો સહકાર આપીશ. આપણે સૌ સાથે મળીને પ્રયત્ન કરીએ કે, ગુજરાત પણ શિક્ષણ બાબતે દેશમાં ટોપ પાંચ રાજ્યમાં સમાવેશ થાય. ગુજરાતી ભાષાનું જતન કરવું આપણી જવાબદારી છે.
ગુજરાતી ભાષાની ગ્રાન્ટેડ સ્કૂલ બંધ થઇ રહી છે – ધવલસિંહ ઝાલા
જે ભાષામાં લાગણીઓ વ્યક્ત કરવા માટે શબ્દો શોધવા પડતા નથી તે ભાષા એટલે ગુજરાતી. આપણે સૌ જાણીએ છીએ કે, માતૃભાષા ફરજિયાત ન હોત તો ગુજરાતી ભાષાની શુ દશા હોત. હાલની પેઢી મોટે ભાગે અગ્રેજી ભાષાનો ઉપયોગ કરે છે. આપણી રોજિદી ભાષામાં પણ અગ્રેજીનો વધુ પડતો ઉપયોગ થઇ રહ્યો છે. આ ઉપરાંત મારી મુખ્યમંત્રીની વિનંતિ છે કે, ગ્રામિણ વિસ્તારમાં જે ગ્રાન્ટેડ સ્કૂલો બંધ થઇ છે તેમાં મોટે ભાગે ગુજરાતી માધ્યમની શાળાઓ છે. સરકારે રાજ્યમાં વધુમાં વધુ ગુજરાતી માધ્યમની શાળાઓ શરૃ કરવી જોઇએ જેથી આપણી ગુજરાતી ભાષા જીવંત રહે.
ગુજરાત બહાર 18 લાખ લોકો ગુજરાતી બોલે છે – ત્રિકમ છાંગા
ગુજરાતી ભાષા બિલ બાબતે ધારાસભ્ય ત્રિકમભાઇ છાંગા જણાવ્યુ હતુ કે, ગુજરાતી ઉચ્ચ સંસદિય પરંપરાને સ્થાપિત કરનાર રાજ્ય છે. સર્વોદયના સિદ્ધાંત કહે છે કે, સૌના ભલામાં આપણુ ભલુ છે. વિશ્વમાં 5 હજાર જેટલી ભાષાઓ છે. દર બે અઠવાડિયે એક ભાષા લુપ્ત થતી જાય છે. આ બિલ ગુજરાતી ભાષાની સેવા માટે લાવવામાં આવ્યુ છે. ગુજરાત બહાર 18 લાખ લોકો ગુજરાતી ભાષા બોલે છે. વિદેશમાં મોટા પ્રમાણમાં ગુજરાતી ભાષા બોલાય છે. કચ્છમાં પણ 1971-72માં હિજરત કરીને આવેલા લોકો પોતાની ભાષા બોલે છે. સિંધ અને થરપારકરની ભાષામાં લોકો બોલે છે. એ લોકો પણ પોતાની ભાષાનું જતન કરી રહ્યા છે.
10 વર્ષમાં 2600 સ્કૂલો બંધ થઇ છે – કિરીટ પટેલ
વિશ્વમાં 7 હજાર જેટલી ભાષાઓ છે.જેમાં ગુજરાતી 26માં ક્રમે આવે છે. આપણુ બંધારણ બન્યુ ત્યારે કુલ 14 જેટલી ભાષા હતી જેમાં ગુજરાતી 5 નંબરની ભાષા હતી. ગાંધીજીએ હરિજનબંધુમાં લખ્યુ છે કે, ભાતૃભાષાની અનાદર એટલે માતાનું અનાદર. જાપાન અને જર્મની જેવા દેશમાં પોતાની માતૃભાષા ફરજિયાત કરવામાં આવી છે. જર્મન અને જાપાન માતૃભાષાનો વપરાશ હોવાથી આ દેશ ટેકનોલોજીમાં પણ આગળ છે. ગુજરાતમાં ગુજરાતી ભાષા બિલ લાવવાની જરૃર કેમ પડી એ ચિંતાનો વિષય છે. રાજ્ય સરકારે આડેધડ મંજૂરી આપવામાં આવી છે. ગુજરાત સરકાર ગુજરાતી ભાષા માટે બિલ લાવી છે પણ સરકારે ગુજરાતી ભાષાના સ્કોલર સ્ટાફ નથી. છેલ્લા 10 વર્ષમાં 2600 માધ્યમિક અને ઉચ્ચતર માધ્યમિક શાળાઓ બંધ થઇ છે.

ગુજરાતી ભાષા બિલ બાબતે કોગ્રેસ ધારાસભ્ય સી.જે ચાવડા જણાવ્યુ હતુ કે, એક સમયે ગુજરાતી ભાષા બચાવવા ચળવળ ચલાનારના દિકરા ઇગ્લિશ મિડિયમ સ્કૂલમાં ભણતા હતા. સ્વદેશી ચળવળ ચલાવનારા ઘરમાં ચાઇનિઝ ફર્નિચર હોય છે. સરકાર બિલ લાવી છે તેનું સમર્થન છે. 15 મી વિધાનસભામાં સરકાર લોકહિત માટેની બિલ લાવી રહી છે.પેપરફોડ માટે બિલ લાવી, ગુજરાતી ભાષા માટે બિલ લાવી અમે તેને આવકારીએ છીએ.
